New Regreening Project in Lucena City, An Answer to Serious Solid Waste Problems
The “Sustainable Re-Greening and the Art of Composting for Cleaner Environment” or SRAC project recently launched in Lucena City gained a lot of praises. One of which came from Department of Environment and Natural Resources (DENR) Undersecretary and Chief of Staff Rodolfo C. Garcia.
Garcia said the regreening and composting project is a great response to the serious problem on solid waste in the country, as it encourages people to participate in the advocacy for the environment.
Launched during the 1stConvention on Tayo Ang Kalikasan (TAK) in Quezon Province, SRAC is a garden competition aimed at promoting recycling and composting as the best source of organic fertilizers while lessening the volume of solid waste generated and collected daily.

Revolutionary Composting for Gardens, A Competition Launched in Lucena City, Quezon

“This is the beginning of our evolution as real citizens of the region and of the country,” Department of Environment and Natural Resources (DENR) CALABARZON Regional Executive Director Ipat Luna fervently declared, referring to a ‘revolutionary’ garden competition entitled “Sustainable Re-Greening and the Art of Composting” or SRAC which was launched during the Tayo ang Kalikasan’s (TAK) 1stConvention in Lucena City on June 25, 2019.
“Ito ang pinaka-hindi ko malilimutang initiative dahil baka ito na ang simula na tinitingnan natin ang ating responsibilidad sa pagiging hindi lang sibilisadong mamamayan, kung hindi, mas mataas pang antas,” she expressed.
The TAK-SRAC is a garden competition initiated by the Federation of Lucena Homeowners Association, Inc. and the DENR-Provincial Environment and Natural Resources Office, Quezon which will promote composting as the best source of organic fertilizers and, at the same time, recycling which hopes to lessen the volume of solid wastes which will otherwise end up in landfills.

Hailing from the province of Pangasinan, Jose Elmer Collado Bascos devoted more than 36 years of his life serving the Department of Environment and Natural Resources. His unparalleled passion to provide exemplary service for the people and the environment served as his driving force to continue his journey in DENR.
Bascos started as a casual forester in 1982, became a full-fledged CENR Officer in 2006 in DENR Region VII and has been the PENR Officer of Batangas since 2010. Rising from the ranks, Bascos maintained a low-profile working closely with communities, Local Government Units, and various institutions. This helped in promoting a sense of belongingness and responsibility for the environment.
Apart from this, his leadership skills influenced his employees and partners in the efficient and effective delivery of the agency’s mandates. Anchoring his management style in accountability, transparency, and participatory governance, Bascos achieved numerous recognitions for his work.

DENR CALABARZON Regional Executive Director Gilbert C. Gonzales begins his message by acknowledging the 2019 accomplishments of CALABARZON officials as he called the names of the Regional Directors for Mines and Geosciences Bureau (MGB), Environment and Management Bureau (EMB), Assistant Regional Directors (ARDs) as well as the Division heads, Provincial Environment and Natural Resources Officers (PENROs), and Community Environment and Natural Resources Officers (CENROs) together with their Technical Services Division (TSD) and Management Services Division (MSD) Heads. He mentioned that most of the key officials had served the DENR for a longer period, thus, became experts and legends in accomplishing the targets of Region IV-A. Noting that all officials of CALABARZON are indeed responsible and dependable.
